Here its almost finished. The pulley is held on with a flat washer, then a lock washer, then the nut. Don't toighten the nut too tight or the pullstarter won't recoil. You will have to use "feel" to get it tight enough, but not too tight.
 
 
 
Here I have pulled out about a foot of rope and reclamped the vise grips.
 
   
 
The rope guard and other parts are threaded onto the rope.
 

 
The rope is worked through the handle and another figure "8" knot is tied.
